Aspiring to Lead Programme
The Aspiring to Lead development programme has been designed for local government professionals in partnership with Business Central.
The programme consists of 12 topic areas designed to develop a basic level of core management and leadership skills for employees new to leading a team, a project, and managing others.
How it works?
It is expected that delegates will attend four virtual workshops and one face to face workshop in order to cover all 12 topics.
The virtual workshops are live interactive sessions, and delegates will have the option to attend the face-to-face workshop in either Christchurch, Hamilton or Wellington.

Local Government professionals who are aspiring leaders in the sector and would like to learn and develop core management and leadership skills.

This programme has been developed for local government professionals and provides excellent networking opportunities for peers working within the sector who may not normally interact with each other.
- Learning outcomes are aligned with the Taituarā Competency Framework which was designed in partnership with the Workforce Working Party to help managers focus on the core skills required in local government leadership and management.
- A blended learning style means that there is an increased level of flexibility for participants to choose which scheduled workshops to attend, which helps councils to save on travel costs.
- The face-to-face workshop is delivered in an intimate classroom environment by an experienced and knowledgeable facilitator.

Vicki McLachlan
Vicki has an MBA from Canterbury University, and is an APMG Change Management Practitioner, NLP Master Practitioner, EQi 2.0® | EQ360® Certified Practitioner and is MBTI® accredited.
Her passion is engaging and empowering people to achieve their full potential. She combines her post-graduate academic learning with solid business operations experience and senior HR management expertise, along with a high level of emotional intelligence to deliver practical solutions at organisational, team and individual levels.
Vicki is recognised for her pragmatic approach, integrity, and genuine concern to see people and businesses thrive.
Paula Prouse
Paula weaves leadership experience, educational and digital technology into her role as our Technology Training Specialist at Business Central. Her ability to train people how to learn using technology in a COVID-19 environment is refreshingly honest, versatile, professional and energising.Paula is an internationally recognised innovator and advocate for the value e-learning can bring to your business. Her professional background as a registered secondary school teacher with experience in formal and informal leadership roles in the private sector and education enables Paula to interact seamlessly with all types of learners from beginners to advanced.
Paula’s interest and expertise in professional learning has led her to complete a Master of Education (with Distinction) focusing on educational leadership and digital technology integration. Throughout her Master’s degree, Paula explored effective professional development design, coaching and mentoring, as well as digital learning. Paula’s research capability is outstanding. She also brings knowledge from the online learning sector, where she was responsible for crafting and delivering adult learning (in person and online), producing thought leadership materials, and marketing. This was delivered both nationally and internationally with a particular focus in the Asia-Pacific.
Paula’s innate ability to communicate with clarity means she creates strong relationships. This drives her primary goal of successful learning outcomes for all.
